The upside of leaking memos

This US Homeland security presentation has been posted on wikileaks.org (found via Slate), focusses on Al Quaeda threats which are assessed as being 'persistent and evolving'. Its interesting to note that last year's Bombay train attacks is listed in the overseas terror attacks:

 

I'm not a regular reader of Indian new sources, but I check in on them fairly frequently, and have yet to see any reports of domestic investigative results on the train bombings. Yet this leaked presentation, seems to imply a strong but classified connection between Al Quaeda and the train bombings. Maybe the CBI should take a page from the DHS playbook and leak their own memos so that they can be seen to be doing something as well.
